Fast-enough laptop suggestions

Need to buy a lightweight laptop mainly for basic photo post-processing (only JPEgs, not RAW files), regular internet usage, and occasional movie watching.

Max. Budget is Rs. 25,000.

Looking for a laptop that performs fast enough (not expecting lightening-fast speed, but, one without lags and stutters).

Between Intel and AMD, which would be better?

(PS: Would it be possible (and feasible) to customise laptop parts to maximise performance?)
