wouldn't surprise me if there using photos from facebook also. you think they tell us everything?

Those pictures are government property, they can use them for whatever they want... They can print them out for dartboards or use the nicer ones for website promoting whatever government-type thing they want. What they cannot do is release the pictures with your name and address to the public, or use them to promote something by adding words you did not okay to go along with it.
