Blatter said that he wants to keep the human element in the sport. I think 22 players give it enough. Any time the "human element" applies to a ref it's because the ref got it wrong.
Blatter said he wants similar tech in all levels of the game, so that kids playing at their local club aren't playing a different game than say Germany vs Argentina.
But games like Rugby (union/league), tennis etc don't seem to suffer because of this tech gulf. It doesn't harm the local club games one bit, nor does it alter play style.
