First time laptop starting problem

Asus X540LA XX439D model laptop
I put it for 3 hours charging but it is not starting
it command as c:/>
so what i do
please give some suggestion

because you didn't buy one with windows. that the free dos.
either buy a copied of windows and install it, get linux, or return the laptop and buy one with windows
