As Toms cannot establish the ownership of lost/stolen/other devices it is forum policy that all such questions be referred to your cellular provider, which, honestly, is about what has to happen anyway.

Did you have anything installed on it already for tracking? Depending on your iOS version Find My Iphone may assist in finding it, but don't go doing anything rash on that basis.
