How can I connect fm radio from my Samsung galaxy j7 next to my bluetooth speaker over bluetooth?

(not online radio)

Does it not work if you just pair the speaker to the phone and use the radio app?

So the issue may be is that the FM chip uses the headphones as the antenna to get the signal (at least the last time I read about it). Does the FM radio work when you have no headphones in and just using the phone speakers?

yes, the headphones work as an antena. No the fm doesn't work without headphone(antena).It doesnt work just using phone speaker.

You may want to contact Samsung support and check with them. If it does not work using the phone speaker then it may be a restriction on how the FM receiver works.
