There is no such thing as "sound for VGA". If your VGA monitor has speakers, they are probably connected to audio-out connector on your computer.
A simple way to make two programs output sound to two audio devices:
- make first audio device (eg, speakers out) default, and start first program, let it play sounds
- make second audio device (eg HDMI audio) default, start second program.
