If you love paying for apps...Apple and it has the best camera hands down.
If you love freedom and not paying a premium....Android.

Either choice you can't lose. The S4 was just released for sale recently and iPhone5 has been on the market for over 7/8 months.

Those are different phones with different specs and on different platforms. You should check both of them in person, check the UI and then decide which one to get. You might not like what others like.
