Well, without knowing more, my only guess is that your phone doesn't support the game. It's not listed among the compatible devices on the game's Play Store page. Could be that the hardware can't handle it. You could try closing all of apps and running it again. Past that, you'll probably have to contact Rockstar Games for support.
