No way to get them unless you can turn it on. If they were stored in an SD card you can remove the card and get them. Try a new battery in the phone maybe it will turn on then. Or you'd have to get the system fixed, maybe back charging jack.

On your new phone, run backups to a computer to save your files for backups or use cloud storage for them to avoid issues like this.
