Can I play GTA 5 in hp 15q Apu dual core a9 laptop , which has 4 GB ram , 64 bit of , 3ghs clock speed ?

You forgot to mention the most important thing, your GPU. But even so, with a dual core processor you would be lucky to play it on the lowest setting and resolution.
