If you know for certain that the HDMI ports are broken, then you might have to get a RCA-HDMI adapter.

I'm not sure how well these work, but unless your TV has other ports, this may be your only option

UPDATE: do not get that cable, upon further research, I realized that HDMI is a digital signal while RCA is analog, so it will not work.

I watch Netflix on big screen tv via my laptop; however the HDMI and 2 ports were damaged during power surge...with Bell Fibre op no problem as they have the App on their programming; however Eastlink do not offer that service thus have to connect thru laptop. Is there a cable that has that ability to plug into back of tv other than using the HDMI port?

Depending on what other video outputs your laptop has and what inputs your TV has you would need a converter to connect them.
If laptop has VGA and TV has composite video you would need an VGA to composite video converter and an additional cable for audio.
