The headphone jack is usually designed to turn off the speakers when you insert the headphone plug. A wire could be soldered onto the headphone jack to defeat this. The only hitch is that the volume control will affect both the headphones and TV speakers so you might not be able to get both to play at the right volume.
If your TV has a fixed audio output you could connect a bluetooth transmitter or headphone amp there for you Dad to use. Then he would have his own separate volume control.
