Help deciding on a 13-14" laptop for about 1000-1200$

Hi guys,

I wanna buy a 13 or 14" laptop for about 1200$.
It will be used mainly for browsing and office work, but sometimes also heavy development tools (such as python and visual studio). No need for graphics or a high-end GPU.

I'm aiming at an i7th (preferably 8th gen) , 16GB ram, 512SSD. Can comprise a bit.
Won't comprise on heating or noise.
Battery life is a nice plus.

How about a 2-in-1 with thunderbolt 3 support like this:

This give you the option add external GPU if you wanted, or more storage, or 10Gig ethernet all made possible by TB3.
