Help me buy a IP67 certified smartphone

Hello folks,

My last phone's touchscreen (technically called the digitizer) failed and it had grown quite old too (it was an HTC Legend). I was looking for a new smartphone but couldn't find any ideal one. The HTC Legend that I had was a wonderful phone, but its capacitive touchscreen used to act weird when handled with wet (or sweaty) fingers. I read that this problem with capacitive screens have been overcome by what's called "wet finger tracking".

I'd also want a robust phone with at least IP67 Certification and these other requirements:

OS: Android
Weather-proof: IP67
Budget: Less than $200
Band: Quad Band with 2100 3G compatibility
SIM: Single SIM (miniSIM)
Battery: At least 1500 mAh
Camera: Not required/optional

Some phones that caught my attention are:

Lenovo A660
Motorola Defy Plus
Samsung XCover

Other better phones like Xperia Z and Galaxy S4 are too expensive for me. Please advise!

S4 Active? Tad too expensive, pal.
And, I didn't quite like the "non-removable" battery of the Xperia Go

I ain't able to decide, give the fact that there are very limited choices. The CAT B15 caught my eye, but its dearness kills me.

Perhaps, the Motorola Moto G is the answer that I was looking for, perhaps. It isn't IP67 certified though, and the battery is non-removable. Impressive, nonetheless.
