Just.to be clear, over here when people say 3.5mm they normally mean an electrical stereo plug, like for headphones. That is an OPTICAL 3.5mm plug to OPTICAL toslink. Obviously you can't adapt electrical to optical like that, but some people don't think first, so just saying.
 
you are correct... typically we associate 3.5mm with headphone jacks.

i did a search for 3.5mm optical and it came up with products which look similar to what you have

obviously it is impossible to tell for sure without detailed information listed but since 3.5mm headphone to optical requires a conversion box i would be willing to bet that this product is as you described it to be.

in short... my guess would be that you are correct.
