the smart stb emulator app on tv it keeps changing its mac address
please help

An emulator to simulate a mac address is rather normal since it doesn't have "actual" hardware, its hardware emulated by software.
what seems to be the actual issue your having?

the Smart STB app on my samsung smart tv it has Virtual MAC address ( that u give it to iptv provider)
it's keep changing by it self
I don't know why

your tv is behind a router I assume, your Iptv company cannot see the mac of your tv network device.
the ap must have a setting that you can make it static.
