Any Ideas to Fix My Toshiba Satellite A660 it must be connected to power with or without battery to boot and run.

Just to boot or will it continue to run with a battery if you pull external power? Sounds like a bad battery. How old is the battery? Go to the Toshiba support page and see how to run a battery diagnostic.
