Help to cut & splice mpeg

I want to cut and splice an mpeg file, without recompiling. Hauppage has a tool for that but it only works with their capture card. Someone else must offer that capability. Does anyone know how?

Virtual Dub will do it for free if it is a Mpeg1 or Mpeg4 file but will not work ( I don't think) on Mpeg2. Adobe Premiere® will do the job if you are talking Mpeg2 but Premiere® ain't free or cheap. See <A HREF="http/www.doom9.org" target="_new">http/www.doom9.org</A> to download VD.
