Help with broken laptop

Hello i need help with my laptop to connect to my tv i got everything connected but when i do everything my tv just flashes black with a white small bar but switches back to blue my tv color btw i cant acess my screen my screen is just white and also its windows 7

what is the make & model# of the laptop to see what function key enables the external screen? did you select on the TV's menu "pc" as the video output?
