The simple thing to do is to go to Control Panel>Power Options and select Power Saver mode. That will reduce your cpu speed to the minimum. For more control, you can use Throttlestop. It's for overclocking, but I believe it can also be used if you want to underclock. Be warned, it gives you a lot of control and is not very intuitive.

First thing that occurs to me is that one of your laptop fans is getting ready to die. It might take a long time (and annoy you for quite a while), or it might suddenly cut out.

You do not want to completely stop the fan in a laptop, as they typically have poor ventilation and will overheat very easily. That said, software does exist to control fans in a laptop. I've used Speedfan to *increase* the fan speed in my Dell laptop; whether or not it will work with your laptop is hard to say. Keep in mind that if you do slow down or stop the fan, you could potentially overheat and damage your laptop. Look here:

If you have a Dell laptop, you may need to start Speedfan, press the Configure button, click on the Options, and check off "Enable DELL support". That might find your fans if you have a Dell. If you have another laptop brand, don't try it - it might cause problems.
