If there is a genuinely free wi-fi zone in range of your router, it will show in the available networks list. If it's someone else's network and they failed to secure it, accessing that would be theft.

Any unsecured networks come with their dangers and risks - do you want to share all your files with an unknown person? Very few thing in life are free without a catch somewhere along the line.
