You can't activate a phone without a SIM. Activation requires service. Now a plain old reset shouldn't require activation, however it would require access to the internet so you can add your account info (google) and get the device working. This only requires WiFi access and the original account info for the phone. As in original google account.

If you don't have that, we can't help.
