How can I change my Skyworth E360 TV language setting to English from Chinese, when I press menu to setup. All written in Chinese.

Start by visiting Skyworth's website and the support page.

I looked/googled about for a User Manual/Guide and did not note any applicable guides.

The one site that "seemed" to have the guide wanted a credit card number to prove you are a real person and not a "bot".

Do not do that. And overall avoid any websites that want personal information for a manual that should be freely available.
