Your question is a tad confusing. Are you trying to locate contacts that you had on a different account or a different device? If it was on a different device, and you have that device, you could just get the info off of it. If you are talking about a different account, with either the same carrier/service provider or a prior one, the contacts would not have been associated with the account, just the device they were on/used on.

Now if you had a google account attached to the old device, the contact info may also be in the google account (if you synced it).
