Try starting it up in "Safe Mode". If it will load up, although you will have limited access, then you know there is something on the device interfering. Bad program, virus, malware, etc., that you will have to remove first and then restart out of "Safe Mode".

As your computer restarts, press F8 (possibly a few times) to enter "Safe Mode"
a. Press the "F4" key to Enable "Safe Mode".
(The computer will then start in "Safe Mode" with a minimal set of drivers and services.)
