How can I make my Samsung FH6200 Smart Tv Bluetooth capable?

Are you trying to connect your TV to the Receiver via Bluetooth, or are you trying ot stream music via Bluetooth.
If the first one.
If you must do it via Bluetooth and cant connect them via a cable then you will need a device like linked above.
Do note that the audio quality will be lowered to send the data via Bluetooth.
If you just want to stream music from a device, then you don't need the connection to the tv, you would just use the Bluetooth input on the receiver.

Im trying to connect a surround sound Receiver to my TV that has Bluetooth. The only options for connecting this receiver is either Bluetooth or Audio "L" "R" Components. eventhough my TV has an Audio Optical out component, the Receiver doen not. would the sound quality be a lot better with a wired connection via Audio L,R, ?

Correct. The Receiver has Bluetooth, and RCA Inputs. The TV is not Bluetooth but has RCA in/outputs, Audio Optical Output and an EX LINK... whatever that is? I initially thought my TV had Bluetooth, but found out it doesn't. It is mounted above fire place on wall and looking for the easiest way to connect to Receiver with out having to run more cables through wall. But if Ill get better sound quality through the RCA Inputs then I can do that.

The easiest way would be to spend $20-$70 for (SPDIF or RCA) - to - bluetooth transmitter which to pair with your soundbar - no wires, if you are lucky your Samsung' USB port will even power that transmitter. For a soundbar with BT only (obviously aimed at streaming low-fi music from a phone) I doubt you will find any difference between BT and RCA connection.
Is there anyway to use any feature of the smart hub, an app or anything else? Seems like this TV has everything, except for Bluetooth. I just wanted to explore all options before buying an adapter or taking tv off the wall and running more wires through the wall. Is it possible to use my Verizon Fios Cable Box that the tv is already connected to? It has all the RCA, Audio Optical, HDMI inputs??

On your question - everything App'y about Smart TVs ignores the outside world. Your TV already has whatever it takes to show you a picture and sound from various sources. It also has the means to direct sound (probably the sound from apps as well) to the outside.
You could connect your Verizon box to the soundbar and route the TV programme' sound thru there using RCA connection. This will save you from taking the TV off the wall. Again - not the best surround sound, but still will work.
The problem is with the cheap soundbar you have (the lack of digital input). So, get cheapest $5 RCa cable you have, connect it the TV and the soundbar, and "enjoy" the sound. Everything else involves additional equipment and expenses.
