On your question - everything App'y about Smart TVs ignores the outside world. Your TV already has whatever it takes to show you a picture and sound from various sources. It also has the means to direct sound (probably the sound from apps as well) to the outside.
You could connect your Verizon box to the soundbar and route the TV programme' sound thru there using RCA connection. This will save you from taking the TV off the wall. Again - not the best surround sound, but still will work.
The problem is with the cheap soundbar you have (the lack of digital input). So, get cheapest $5 RCa cable you have, connect it the TV and the soundbar, and "enjoy" the sound. Everything else involves additional equipment and expenses.
Even if the Samsung had a Bluetooth, it also would be "input only", again - not what you need.
