How can I restore my phone without WiFi

It should be able to be reset no matter if you have WiFi or Data. That is for a reset though. If you are, instead, trying to download and install things you saved say on a google account or elsewhere, then you would need data or WiFi to do so.

If for some reason your phone won't allow for a reset without the WiFi, then there is always public WiFi. Try a library or other local places.
