remove the battery, unplug the power. Let it sit for 60 seconds, plug everything back in. If it still isn't booting into windows, you'll need an experienced technician to troubleshoot this if you are not familiar with it.
If it still doesn't boot, the next step is to boot into safe mode. Again, if you haven't done it before, just have someone take a look at it.
