How do I automate a few programs to run?

I know about task scheduling but I'm trying to get a torrent to run during my ISP's off hours (where I have 50 GB's of bandwidth vs 15) with a VPN running.

I know I can set task scheduler to run a program only if ExpressVPN (my VPN) is connected but how do I get it to start ExpressVPN and connect as well as quit both programs before the end of off hours.
