I am trying to stream video feed and music through USB into my element Smart TV from a LG Aristo [strike]to[/strike] smartphone

According to this site http/www.mhltech.org/devices.aspx your phone does not support the MHL cable needed to connect to the TV using a USB to HDMI MHL cable.
You will need to either use the screen casting option in the TV if it has one, or get a Chromecast
