Digital TV is different from analog. If the signal is too low, the TV will display nothing rather than a "snowy" picture. Getting channel 2 or 48 will depend on your antenna, the distance to the transmitter, what obstacles there are and the sensitivity of the TV tuner. There is no magic way to get those channels to appear. If a channel scan doesn't add them, then you may be able to manually tune to them and add them. Or you may not have enough signal to display.
