How do I get my phone carrier unlocked

My phone got broken I had another given to me but it is locked by the carrier and y'all are the carrier

Tom's Guide isn't a carrier/service provider. You would need to get the person who owned the phone originally to contact their old carrier/service provider and get them to unlock the device. That is unless they owe the carrier/service provider any money at all, then they may not unlock it until that is paid.
