It depends on where you're trying to do it from (i.e. what program). If it's something like a word processor such as Microsoft Word, you can type one by holding:

Ctrl + ` + e

But for a more universal means of doing it, you'll need to set your keyboard to the proper language. Go to:
Start > Control Panel > Change keyboards or other input methods > Change keyboards...

From there, select whichever language and then look up the keyboard of the language you selected for reference.
