As to your question it depends on the model of TV and make and the make and model of the phone.
If your phone is mhl compatible then you can get a USB-HMDI converter and connect it with an HDMI cable.
If the TV has miracast or chromecast built in you just need the app for your phone.
If you buy a Chromecast then you can definitely mirror your phone to the TV through that.
