How do I make my laptop stop saying “shutting down” when I turn it on?

Need some details about the issue, brand/model of the system, when exactly did it start doing this, was anything installed/changed/etc.... before the issue? Did you try it in Safe Mode?

Perhaps the display turned off after being inactive for a certain period of time but the laptop didn't go into sleep mode. Is the laptop sleeping or hibernating or idle when this happens? If the OS was shut down then it would be impossible to see 'shutting down' if the OS isn't loaded yet.
