Try starting it up in "Safe Mode" and see if it will fully load. Granted you will have limited access, but if it loads, then you know there is a software problem. Bad program, virus, malware, etc. that you need to fix/remove. Now if it still won't load in "Safe Mode" either then it could be the OS needs to be reinstalled, or there is a hardware issue.

How to enter "Safe Mode" when booting the computer.

In Windows 8 and 10...

As your computer restarts, press F8 (possibly a few times) to enter "Safe Mode"

a. Press the "F4" key to Enable "Safe Mode".
(The computer will then start in "Safe Mode" with a minimal set of drivers and services.)

b. Press the "F5" key to Enable "Safe Mode" with Networking.
( Once "Safe Mode" with Networking...

In Windows 7/Vista/XP...

1. Immediately after turning on the computer, or restarting it (usually after you hear your computer beep), tap the F8 key, repeatedly, in 1 second intervals.

2. The computer will then display hardware information and run a memory test.

3. Next the "Advanced Boot Options" menu will appear.

4. In the "Advanced Boot Options" menu use the arrow keys to select "Safe Mode" or "Safe Mode with Networking" and press ENTER.

There are different ways to restart your laptop. Go through the instructions given here to restart your laptop in a safe mode. Press Ctrl+Alt+Del keys simultaneously on your keyboard. A new window opens on your laptop with a list of options like Lock, Switch User, Sign Out, and Task Manager. Click on the Power icon. Select the Restart option from the list. Close all the programs when the screen prompts you. Your laptop will now begin to restart by itself.
You can perform a hard reboot if your computer is frozen. It is done if the previous steps didn’t work on your laptop. Press and hold the Power button on your laptop to turn it off. Press the Power button again to turn it on. Press Control+Command+Eject keys together if you are restarting your MacBook. If not, open the Apple menu and click Restart.
