There is issue to my smart TV internet can't connect the how I can connect phone with smart TV without internet?

If you don't have internet you probably don't have Wifi so if your phone is MHL compatible as Traditore says you need a converter and cable.
If the TV is smart then another option would be to use your phone as a hotspot and let the TV use the phone for internet access.
