How do you activate cloud backup for an android phone

iCloud is for iPhones.

If you want a backup for 'most things', as it won't back up everything on a phone, you can try using the 'sync' option on the phone to sync files to Google. As stated this will back up many things (photos, contacts, etc.) but not everything and you can still lose what is there. No guaranty of it always backing up all of it.

Personally I don't use these and I just back up everything regularly to a computer. Should you want something that is certain to back things up, that would be my suggestion.

Note: You can't back up apps.
