how do you edit a video and put a moving object on another layer on top of the first video

What program are you using? It's easy in Adobe Premiere Pro or iMovie but, please elaborate. We can't help if we don't know what you're working with.

I alway's use Cyberlink Power Director 8 (transfer from MD1000) and Magix movie Edit Pro 7 (edit many source video ) .. and for effect use Adobe After Effect : light,Stroke, etc and also burning use Power Producer .
