According to Google, minimum requirement for good streaming of 720p HD videos is >2.5 Mbps. So for 1080p 4 Mbps or more will do.

They've a rating system in place where you can even check which ISP is "YouTube HD Verified". But this checking system will work only in certain countries.

In my country this verification didn't work. Certainly in US this should work. Give a try.
