That's a passive speaker, so simply attach it to an amp and plug the amp's input into the sub-out jack of your sound card.

Using a spare old receiver as the sub amp will work but is unlikely to produce impressive volume from a 12" sub, and the 12v from your computer PSU is unlikely to supply enough amperage to run the decent sized car amp needed for a sub (works great though for ~60w worth of car amp for home stereo speakers). That's why people buy powered subs.
