How do I connect a Toshiba soundbar to an older flat screen that doesn't have optical cable input

Without makes and model numbers can't give you an exact answer.
If your TV has an analog audio out or headphone jack you can use an ADC like this one

Most soundbars do have an analog input which would not require a converter just the correct cable.
