How to disable safe mode in j5 if my vol down key is not working

I have done hard reset also
9and also tried all the methods above
My vol down key is not stucked however it is not working

You just have to restart it

If you want to get out of "Safe Mode" and it isn't working using any typical steps, then I would say your volume button is probably stuck/sticking and you won't be able to exit "Safe Mode" until you fix the button issue.
