how to fix spinning blue circle next to mouse cursor in windows 7 ?

Hello everyone !!

I have major issue in my PC please read all point.

how to fix spinning blue circle next to mouse cursor in windows 7 ?

- i am trying to resolve it since 6 month

- i had installed windows 7 more then
5 time may be os problem but not resolved then after

- i have replace RAM for two time
may be Memory problem(but problem is still there)afer

- i have replace SMPS 3 times
(but problem not resolved)after

- replaced processor for 2 time but problem in still there - after

finally, i had replaced new hard drive also but problem is still there

its motherboard problem ?

Note : I have a Zebronics G41 New motherboard
 
That red circle next to the mouse cursor means you have some background process running which expects attention. This happens to me when eg I have slow network connection open into some Explorer window.

Boot into safe mode, and start checking startup processes.

I shut my laptop with windows 7 completely down, removed the battery, waited approximately 30 seconds, hooked everything back up, turned on the computer and all was back to normal.
