How to format the HD?

Just got a new HD, from the store but it has to be formatted, but I do not have the DOS OS. so how do I get to the DOS?

i'm thinking you can do it on windows it's self. Right click on the drive you want to format other than local disk:C(assuming that is the main hard drive). and locate the format option on the scroll. and hit ok.
