Which laptop specifically?
eMMC shouldn't change anything really, providing the laptop has the ability to boot from a USB or disk (and it should, although assuming USB over a disk).
Which OS?
If Windows 10, use another computer to download here: https://www.microsoft.com/en-ca/software-download/windows10
Create bootable USB and then follow the user manual for your laptop to boot from it & install.
