That remote seems to have a selector dial on the upper right that has to be rotated until you see amp/tun in the indicator window just to the left of it. It should be preprogrammed for the receiver. For other devices you will need to enter the codes.
I wish I have all these stuff memorized to tell you exactly, but I, like everybody else, in your shoes, I just consult the manual. Is impossible that any vendor would sell you these stuff and not have a working remote out of the box. Battery inserted correctly? batteries good?
