Many use uBlock Origin and Ghostery with their browsers to block ads while surfing. Is this what you are trying to do?

Firefox , Adblock plus, and NoScript.
Never see an ad you don't want to or get a pop up again. Ever.

Takes a bit of set up to make sure sites you need to log in to work correctly.
Whitelist things like your online banking if you use that.
Literally the first three things i install on a fresh Windows.
