I'm guessing there is either no power or no data to the horizontal or vertical mux board or whatever equivalents are in that TV.

Power-related issues are often obvious due to the presence of blown or otherwise damaged capacitors. For anything beyond that, troubleshooting is difficult if not impossible without schematics and knowledge of the TV's debugging capabilities.
